There are certain things to be done in the first 10 days of Dhū l-Ḥijjah. Qurbān is wājib for Ḥanafī and sunnah mu’akkadah for Shāfi‘ī. It is an ‘ibādah that should not be abandoned. You can send the money to sacrifice in a poor country but you cannot just give money to the poor.
