The Caliph has to have the power and authority of a Sultan in order to be able to implement Shari'at and protect it. The fall of the Muslim communities out of the umbrella of Islam into secularism and even atheism was allowed and facilitated by the abolishment of the Islamic Ottoman Caliphate and the break down of the Muslim Ummah into small states each adopting democratic systems of government. But, "Mahdi (as) Will Receive the Emanat (Trust) from the Khalifa - Mehdi (as) Halifeden Emaneti Alır".
